For two decades, the advocates for Black Economic Empowerment (BEE) have argued that it is a necessary corrective to the economic failures of apartheid. But the facts show this is a lie: BEE has failed. Far from helping, BEE is perhaps the most harmful policy standing in the way of growth for South Africa. It has enriched an elite few while keeping millions in poverty. It disincentivises employment, growth, and investment. It is time for an alternative. In 'Breaking the BEE Barrier to Growth', the latest paper in the IRR's 'Blueprint for Growth' series, IRR Head of Policy Research Dr Anthea Jeffery discusses the failures of BEE and presents Economic Empowerment for the Disadvantaged (EED) as a solution.
