For two decades, the advocates for Black Economic Empowerment (BEE) have argued that it is a necessary corrective to the economic failures of apartheid. But the facts show this is a lie: BEE has failed. Far from helping, BEE is perhaps the most harmful policy standing in the way of growth for South Africa. It has enriched an elite few while keeping millions in poverty. It disincentivises employment, growth, and investment. It is time for an alternative.
